Rogério David Sadio da Silva é responsável, na Agência Portuguesa do Ambiente (APA), pelas áreas Financeira e de Recursos Gerais, Jurídica, Tecnologias e Sistemas de Informação, Comunicação e Cidadania Ambiental.
Doutorando em Ciências Jurídico-Políticas na Faculdade de Direito da Universidade de Lisboa (FDUL), é Mestre em Direito e Ciência Jurídica (especialidade em Direito Administrativo) e Licenciado em Direito pela mesma instituição. Detém pós-graduações em Legística e Ciência da Legislação, Direito da Contratação Pública e Direito do Património Cultural, bem como um curso de especialização em Ciências Jurídico-Empresariais pela FDUL.
Possui formação complementar em direito registal civil, ação executiva e no regime das contraordenações (geral, municipal, laboral e rodoviário). Conta ainda com formações nas áreas da responsabilidade civil contratual e extracontratual, perícias de psiquiatria forense, processo penal e sistema prisional, bem como em inovação na gestão municipal (PRR e novos instrumentos de gestão).
Exerceu o cargo de Presidente da Câmara Municipal de Fronteira entre 2013 e 2024 e de Vice-Presidente da Comunidade Intermunicipal do Alto Alentejo entre 2015 e 2024. Foi membro do Conselho Consultivo do Tribunal de Comarca de Portalegre (2017-2024) e membro suplente do Comité das Regiões da União Europeia (2024). É advogado, com a inscrição atualmente suspensa em virtude das funções desempenhadas.
Anteriormente, foi Vice-Presidente da Câmara Municipal de Fronteira (2009-2013), assumindo os pelouros das obras públicas e particulares, urbanismo, ordenamento do território, ambiente e qualidade de vida. Foi também membro da Assembleia Municipal de Fronteira (2005-2009) e da Assembleia Intermunicipal da CIMAA (2008-2009).
Integrou o Conselho Económico e Social (2016-2018) e a Comissão Nacional de Coordenação do Programa de Ação Nacional de Combate à Desertificação (2009-2013).
A nível associativo e empresarial, foi Vogal da Comissão de Vencimentos da Águas do Norte Alentejano, S.A. (2010-2011), Presidente da Assembleia Geral da AREANATEJO (2013-2017) e exerceu funções na Associação Portalegre Distrito Digital, primeiro como Presidente do Conselho Fiscal (2009-2013) e depois como Vogal da Direção (2017-2021). Foi ainda membro do Conselho Geral da Associação Nacional de Municípios Portugueses e Relator do Conselho de Jurisdição da Associação de Futebol de Portalegre.
Rogério David Sadio da Silva is responsible, at the Portuguese Environment Agency (Agência Portuguesa do Ambiente – APA), for the areas of Finance and General Resources, Legal Affairs, Technologies and Information Systems, Communication, and Environmental Citizenship.
He is a PhD candidate in Legal and Political Sciences at the Faculty of Law of the University of Lisbon (FDUL). He holds a Master’s degree in Law and Legal Science (specialisation in Administrative Law) and a Bachelor’s degree in Law from the same institution. He also holds postgraduate qualifications in Legislative Drafting and the Science of Legislation, Public Procurement Law, and Cultural Heritage Law, as well as a specialisation course in Legal and Business Sciences from FDUL.
He has additional training in civil registry law, enforcement proceedings, and the law of administrative offences (general, municipal, labour, and road traffic). He has also undertaken training in the fields of contractual and non-contractual civil liability, forensic psychiatry assessments, criminal procedure and the prison system, as well as innovation in municipal management (PRR and new management instruments).
He served as Mayor of the Municipality of Fronteira between 2013 and 2024 and as Vice-President of the Intermunicipal Community of Alto Alentejo between 2015 and 2024. He was a member of the Advisory Council of the Portalegre District Court (2017–2024) and an alternate member of the Committee of the Regions of the European Union (2024). He is a lawyer, with his professional registration currently suspended due to the public offices he holds.
Previously, he served as Deputy Mayor of the Municipality of Fronteira (2009–2013), with responsibility for public and private works, urban planning, spatial planning, environment, and quality of life. He was also a member of the Municipal Assembly of Fronteira (2005–2009) and of the Intermunicipal Assembly of CIMAA (2008–2009).
He was a member of the Economic and Social Council (2016–2018) and of the National Coordination Committee of the National Action Programme to Combat Desertification (2009–2013).
In the associative and business sphere, he served as a member of the Remuneration Committee of Águas do Norte Alentejano, S.A. (2010–2011), President of the General Assembly of AREANATEJO (2013–2017), and held positions in the Portalegre Digital District Association, first as President of the Supervisory Board (2009–2013) and later as a member of the Board of Directors (2017–2021). He was also a member of the General Council of the National Association of Portuguese Municipalities and Rapporteur of the Jurisdiction Council of the Portalegre Football Association.
